The process is available again.

The return messages, which could not be retransmitted due to the March 1 disruption, are currently being resubmitted. The software bug in the tooling, which makes this retransmission possible, has been resolved. Resending is expected to take several hours. An update will follow in an hour. Due to this, you may receive duplicate return messages.
