Adjustments in electronic messaging around Digipoort Trade & Transport, including Single Window for Maritime and Air: What will you notice and when?

At the beginning of July, in our first newsletter, we have informed you about this: In 2020 the contract with the supplier of Digipoort will end. From that moment on Dutch Customs takes over the electronic messaging from Logius regarding the logistic flows and the Single Window flow between business and government.
The content of the messaging however, will not change. Affilliated companies will have to deal with some minor technical adjustments. Which adjustments that will be exactly and when you will have to deal with them will be explained below. At the beginning of October you can also join a webinar concernig the upcoming changes.

Users of the Digipoort Trade & Transport (H&T) at Logius must connect to the new port facility at Customs between December this year and the end of June 2020: The Trade and Transport Gateway, in short HTG. For companies this transition process has 3 plateaus:

• plateau 1: transition from the logistical flows for Dutch Customs (AGS/DMS, CID, EMCS, NCTS) – starts in December 2019.
• plateau 2: transition of Single Windows flows for the Royal Netherlands Marechaussee, Seaport Police, Port Authorities and Dutch Customs - starts in March 2020;
• plateau 3: transition from the logistical flows for the Dutch food and Consumer product Safety Authority(NVWA).(veterinary, phytosanitary, fishery) – starts in April 2020;

First, the government parties involved are securely coupled to the HTG, soon followed by the business community. All connections to Digipoort H&T must have been migrated to HTG on June 30th 2020.Technical adjustments

Technical adjustments of the connection are necessary for the transition from Digipoort H&T to HTG. The nature of those adjustments depends on the type of coupling. These adjustments must be carried out by the companies that provide the technical links with the government.

The changes for a company with an SMTP-MTA connection are:

1. New VPN tunnel to connect the company’s MTA to the new MTA from HTG
2. New preshared key for the new VPN tunnel
3. Include the domain ‘htpoort.nl’ in the company’s MTA configuration
4. Include the IP-adres of HTG MTA in the company’s MTA configuration
5. Company firewall must allow traffic to and from this new IP address
6. New e-mail addresses for the mailboxes of Customs, Single Window, and NVWA (@htpoort.nl)

The changes for a company with an SMTP-MSA/POP3 connection are:

1. New IP address for connection with the HTG mailserver
2. Company firewall must allow traffic to and from this new IP address
3. New server certificate (PKI-government) for TLS connection
4. Use of TLS version 1.2 for the TLS connection (Digipoort uses version 1.1)
5. New e-mail addresses for the mailboxes of Dutch Customs, Single Window, and NVWA (@htpoort.nl)
6. New e-mail addresses for the company’s mailbox(es) (@msa.htpoort.nl)
7. New credentials (password) for new mailbox(es)
