The problem for the situation below has been solved.

At the moment, advance (incomplete) declarations (D and E) with the Summary declaration/Previous Document (PreviousDocument) (X 705) in AGS are automatically rejected after a number of hours.
In this situation you have not yet submitted a GPR (Goods Presentation).
The issue is known and work is underway to fix it. For now, you can submit a full declaration (IM-A) after the goods arrive at a Dutch port.
