Definitive anti-dumping duties on fused alumina from China

On 16 January 2026, Commission Implementing Regulation (EU) 2026/114 was published. Effective from 17 January 2026, this regulation imposes a definitive anti-dumping duty on imports of fused alumina originating from the People’s Republic of China.
Pursuant to Article 2 of this regulation, a tariff rate quota (TRQ) has been opened. Imports of the product concerned within this quota are exempt from anti-dumping duties. Once the quota is exhausted, the applicable anti-dumping duty shall apply in accordance with Article 1.
To benefit from this tariff quota, preference code 120 must be declared. Additionally, one of the corresponding order numbers (09.0520 to 09.0527) must be provided.
To ensure the anti-dumping duty is not levied upon a successful quota claim, one of the supporting documents associated with the anti-dumping measure (measure type 552) must also be declared. These are documents K520 through K527. Failure to provide one of these documents will result in the calculation of anti-dumping duties, regardless of the allocation outcome.
If you also wish to apply for an autonomous tariff suspension within the same declaration as the tariff quota request, you may declare document code Y323 (Data Element 12 04). In this case, the use of preference code 120 remains mandatory.
