Discontinued values in various code lists are no longer permitted for use in NCTS Phase 5 (DVA).

DG TAXUD has recently discontinued several values that were only permitted during the transition period (until 21 January 2025). This change affects the following code lists:

• CL219 (Mode of transport at border crossing): Value 99 (unknown) has been discontinued. The remaining valid values in this code list are: 10, 11, 21, 30, 40, 41, 80, and 81.
• CL296 (Exceptional circumstances): Value XXX (Authorised Economic Operators) has been discontinued. The only valid value remaining in this code list is A20.

At this time, these values are not yet being checked at the point of departure. However, they are verified upon arrival at the destination. This means that a shipment containing one of these discontinued values may still be rejected at its destination.

In such cases, the shipment can only be processed using the fallback procedure for arrival.
