ICS2 – ENS amendment Functionality IE3A22 Support Temporarily Disabled

The latest three outages of the ICS2 system (September 21st, October 1st, October 7th) were caused by huge number of amendments of the ENS data sent by one economic operator. The large number of amendment messages that are also big in size created a traffic jam in all ICS2 components (central and MS) causing problems to process the data and perform risk assessment.
In order to deal with the data processing blockage and to prevent this happening again the ENS amendment functionality will be temporarily disabled. This action will apply to the amendment of the ENS filing for air cargo general (IE3A22).
This measure, unfortunately, will affect all economic operators using this service, mainly house level filers dealing with air cargo. This would be a temporary measure until the economic operator concerned fixes there system and files the data properly. The impacted economic operators will not be able to file an ENS amendment via IE3A22 message, however, a legal possibility foreseen in UCC Art. 129 to amend an ENS will be maintained – the declarant will be able to invalidate the ENS that needs to be amended and submit correct data via new ENS filing.
In the coming days ICS2 Business continuity plan will be updated to include this measure.
