Stricter control of DMS

To further improve the quality of the declarations, a validation check in DMS has been tightened.

When the party providing the security (field 13 20) is specified, it must not be the same as the declarant. This field is intended exclusively for situations in which a party other than the declarant acts as guarantor for the security.
If no other party is acting as guarantor, field 13 20 does not need to be filled in.

This change ensures that the reported data better aligns with the applicable processes.
